BBC News On KUHF

Why does it sound like a low quality stream? I can hear BBC stations online with better quality for free. I really like the sound of KUHF but not when BBC news is on.

I agree. The audio lacks a certain fullness, there isn't much bass, and the upper ranges are rather shrill. The 32kbps webstream doesn't have those issues. Even the various BBC shortwave signals have more robust audio.

The feed KUHF uses is distributed via Public Radio International, so the issue might lie there.

Yes, it's downlinked by PRI, gets some PRI underwriting inserted, backhauled to the Public Radio Satellite System, uplinked again, then KUHF pulls it off the bird from there. That's got to make a difference.
