I remember seeing ads for BBC World in the US.
Is it on anywhere?

It is not offered on Direct TV or Dish, nor does Comcast seem to have it. Frankly, I'm with you - when I travel elsewhere around the world, this channel is almost always available on cable/satellite. Including Latin America and parts of Canada.

And, I've always wondered why it is not offered here in the US - it would compliment BBC America nicely and offer Americans some REAL international news. As opposed to the near-sighted 100% US-oriented coverage offered by CNN, MSNBC and FNC. A mix of the two types would be nice.

Discovery Networks owns the rights for BBC here in America, as to why they dont push the World feed, hard to tell... I suspect they rather focus more on their own networks (Discovery Channel etc.. and BBC America)

When I first read the title of this thread, I thought it was referring to the WLIW-produced nightly newscast from the BBC, which I watch most evenings.

BBC World is on PBS affiliates at various times, BBC America at 6-9 AM M-F, 6 PM M-F, and 6 AM S-S.
It's also carried on a 24 hour basis as part of the RealNetworks SuperPass service ($12.95/month or $59.95/year). Real.com has more info.

As to why it is not on cable or satellite - from what I have read, apparently most providers consider that the number of news channels they carry now is sufficient, and that there isn't viewer demand for additional or international news.
