Honestly I believe that if radio station owners would agree that this is an important demographic to reach and gear some stations towards that end, we would be better in the future going forward.

There is essentiall no ad money for pre-teens and teens, just as there is none for 55+ and 65+.

Disney makes it "work" because ratings and revenue are secondary to promoting their own brand, from Mickey to Miley. And their target is 6-11 quite specifically.

Many stations, such as Urbans and CHR's spill into teen demos, just as talk, news, country, classic rock, classic hits, etc., spills into 55+. But the main focus of any commercial station has to be somewhere between 18 and 54, or the revenue base is limited.

Radio has pretty limited power and ability to change the demos on the buys coming from agencies as they are specified by the client after much research and study. Just by having some stations with that kind of target will not create a "build it and they will come" scenario. Stations with old demos, like oldies, have had to move from 60's based gold to 70's based formats with a new name... because nobody wanted to buy the geezer demos they offered.
