FOX 10 needs strong competition at 9pm. They are vulnerable, but no one has stepped up to be a formidable challenger. 3TV is the only station in town that can compete with them at that timeslot. Maybe if they could change up the format to make it attractive to both male and female demos (i.e., beef up their sports department once again--it hasn't been the same since Gil Tyree left a decade ago). But, I know that their lead-ins are Drs. Oz/Phil/Scholl/etc., so that may not happen any time in the near future.
I've started watching more Channel 5 since 15 re-arranged their personnel, but I still don't feel comfortable with their "local HLN" approach of leading off with "Where's Jhessye" every night. I won't watch 12 evening news until Lin Sue finally hangs it up, and that could be 10-15 years from now. They're not going to let them go as long as they claim they're the "#1 late news"--as they say, old habits are hard to break.
