Beyond Norway - Streaming only - No radio/TV

Has any Country proposed switching off all terrestrial radio and TV transmitters (in the near future) and going to streaming only (it seems like a lot of the infrastructure is in place to do this).

I suppose some overseas government broadcasting has looked into it to save money, but nothing has been announced to my knowledge.
