Bidding Process for Second New National Network Set to Begin November 28

The bidding process for the second new national network is set to commence November 28 and will run through December 23.

The bidding will be for 148 TV stations in 124 coverage areas, with 24 areas having a second channel, some of which could be in the upper VHF band. The bidding earlier this year, which produced Imagen TV, was for 123 stations and coverage areas, and included no VHF stations.

Bidders will be evaluated on a points system, with a 15% bonus given to applicants who have no existing radio or TV presence, and a 10% bonus given to applicants who have a radio presence, but no television.

Some corrections are in order here.

The 148 channels include the 123 that Grupo Radio Centro won the bidding for in the first auction but was not able to build out, but they are not only for use in a national network. They can be used in a national network, a regional network, or as local stations.

November 28 - December 23 is the period for interested parties to register their intent to bid with the IFT.

The IFT will evaluate submitted information until August, when they will issue proof of participation.

The parties will submit bids and the IFT will announce winners in early October 2017.

No broadcaster with more than 20% national coverage will be eligible for the 10% or 15% additional credit, even if they have no presence in the coverage area.

This has been discussed by others in other forums, but not here, so...

Mexico didn't get a second new national network after all. With the IFT-6 bidding process having come and gone, of the 148 possible allocations, only 32 received bids. Those 32 bids will result in new TV stations for about 50.44 million people, or about 45% of the country's population. The other 116 allocations will be abandoned.
