Big Rob Jumps To 99.9 The Point

Rob Lewis moves from KSME Greeley/Fort Collins CO to KKPL Cheyenne, WY.
One thing I almost don't get is that KKPL had 50kw, providing good signal to both Cheyenne and Fort Collins, and then they dropped down all the way to 12kw. This is only justifiable to me because we switched KLEN over to Top 40, and Cheyenne can still basically hear KSME, KPTT, and KQKS fairly well. Other than that, why is there a trend in dropping watts this last decade?
