I don't think there a problem...in the last year Billings has gained three new FM stations and that has split the share of the market up a little bit. Also...being a small market and as Arbitron has its own challenges in getting enough diary keepers in each of the demographic cells...that may have affected the book as well.
The station that has to be really wondering what happened would be KBBB - their ratings are not reflective of the usual success that stations have when employing "All Christmas" programming. More than anything else, it just didn't appear to be a book that favored any of the AC stations this time.
