black border on 10.2

I am an 'over the air' viewer of Channel 10.2 (METV) and for the last several days there is a solid black border on all four sides of the screen.
All the shows I enjoy watching on METV 10.2 now have this solid black border. (commercials etc. are full screen) This is a distraction trying to watch television. Same on 10.3 ..... but not on 10.1

I hope this is just temporary problem and will be fixed soon.
 
CORRECTION ......
