Blank carrier on 106.5?

There's a blank carrier in Austin on 106.5 this afternoon (Sunday, 12/9/12). Doesn't sound terribly strong from where I am (Steck and MoPac) Anyone know what this is?
 
106.5 is or was Radio Keilah, a locally programmed Spanish language religious formatted translator fed by one of the HD subchannels of KTXX 104.9. IIRC-- They subleased studio space from BMP. Perhaps BMP's sale left them homeless and they need to find another way to feed KTXX.

Was going to ask if 97.1 and 95.1 were dead too, but... I just checked and the 106.5 stream's actually up. Is 106.5 back on the air?

I was in Austin on Sunday and heard programming on 106.5 late in the afternoon, but it was dead air at a later check. Possible imtermittent problem?
