In 25-54 they averaged in the 6's in the first half of 2009, and are now in the mid to high 4's. There is a definite downtrend.
And the January numbers, as posted here, are a full book... with PPM being a panel, the accuracy of a single book (month) is not improved by averaging various books, as was the case with the diary
