I don't understand the management structure. Why can't they have one PD for KIRO FM and KTTH and a sports PD for KIRO AM? Who exactly has the final word on talk programming and strategy?

Imagining it's sort of like this:
1. Is there someone locally available to do mornings on the cheap?
2. Is Rush Limbaugh available?
3. Which shows are and are not locked in at KVI?
4. Signing the contracts and affidavits.
Number 4 probably serves the biggest purpose for the PD.
