Boortz Break Format

I know this doesn't affect Q100 or Leslie Fram, but having been in this business for over 30 years, I am curious about Boortz's breaks. He does a segment, has a 5 second or so produced image line, then comes back over the bed to repeat a point he just made. What is the point of that structure? Do the syndicated stations that that last little bit also?
 
Sounds to me that the first 5 seconds are "local" and the following blurb is "syndicated"...but then again, I'm not in the business. Just a listener.
