The FCC needs to reassign Bristol County to Boston. Sen. Ed Markey could help facilitate this change. This would help get all of the Boston stations on cable in Bristol County and help with the ranking. As of now, Bristol County does not have access to NBC10 Boston and Boston25 in HD.

The FCC has nothing to do with market definition. In fact, the market definitions the FCC uses to define ownership caps are provided to the FCC by Nielsen.
And Nielsen defines markets based on factors like commute patterns and, in radio which city's radio stations get the most listening in a county of portion of a county. In television and cable, it is a bit more complex as Nielsen defines TV markets based on over the air and cable viewing, not the coverage of the OTA signals.
But radio and TV media markets are not defined by the government. They are defined by Nielsen.
The only way the Boston market rises in the rankings again is if the exodus to the Sun Belt and its milder winters, lower taxes and looser regulations slows and Massachusetts becomes a more desirable place to live. It's the problem all Northeastern states face.
