That appears to be correct, and those numbers must reflect the bounce the station received in its final week.

I don't. But the Feb book covered up to Feb 27, and WAAF flipped on the 21st. So the Feb book only had one week of K-Love.

That's not what they use it for. A lot of non-profits use the demographic data for their help with targeting donors. They also want to know if the programming is reaching the desired audience, or if they need to make changes.
They use it, as you say, to track the broad success of programming; their main "rating" is in donations, though.
