Because in this very rare case, ratings do not mean anything. Wired's audience comp is so undesirable that it does not matter if they were rated #1. Wired is 55% urban and teen dominant. Not too many advertisers going for that. You are either "urban" in which you get dedicated "urban" dollars and then some "general market", or you are "general market" - like Q102. I am pretty sure that the Q102 audience comp "mirrors" the market with 70% white, 20% AA, 10% other, that's part of the reason why they do so well.
WPHI is the MOST insignificant station on the FM dial. They are not that much cheeper than Power 99 for a significantly poorer product. In addition, they are the 4th of 4 stations that play almost the same exact format, which has been well documented here. They "made the switch" - yet AGAIN - 7 months ago with little to no impact. There is no compelling reason for an advertiser to buy The Beat.
At least WPPZ has a niche, FM gospel, and their audience turns the station on and leaves it on, forever. WBEN is actually doing very well with women so far, and WSNI is a less expensive alternative to WBEB. What might hurt WSNI is that BEN is doing well with women, so there would be two alternatives to BEB, but still it's not like the urban situation with Wired where there are 4 stations playing the same format.
Thus, The Beat #1, Wired #2, and I am sure the revenue reflects as such.
