Brand new X-bander in Toronto

I've also posted this under Canada.

Yesterday, CINA 1650 launched it's test signal. The station will be geared towards Toronto's large South Asian community. The announcements for the test are in English and the stations name is pronounced as "seena". So all of Toronto's x-band allotments are full, which include 1610, 1650 and 1690.
 
The Canadian rules are a bit different. All ex banders are 1000 watts maximum day and night with the exception of 1610 CHHA Toronto which is 10,000 day/1000 night. I read that CINA is 1000 watts day and 680 watts night, but it may be a 1000 watt full time.
