You are correct. I don't remember the original amount, but I remember when that law went into effect a few years ago. I knew some folks at one particular station who
were salaried, and then had to start doing timesheets, and overtime was strictly forbidden because the company hadn't budgeted for any OT. (This is not CC or even in Syracuse, but I wouldn't be surprised if it happened there too.)
As for the sale... look at what happened to Clear Channel's
television properties about a month ago. New owners came in, and there were many layoffs or buyouts all over the place. Even though the new owners at radio are different than TV... they'll still probably do the same thing. Demoting people to part-time is bad, but
if this is true, at least they're getting advance notice and it's better than just firing them outright. Being part-time does allow the company to avoid benefits, but it will also drive people to the exits, and Delmonico will have a heck of a time trying to replace those departures.
I find this entire thing pretty hard to believe though. There are few people at CC who "just" do an air shift. Most of the on-air talent spend the "other half" of their workday as directors of programming, music, or promotion. I have a feeling Joel may have said something exaggeratory, which was taken too seriously by someone too gullible... or
if this is true, it will only affect a handful of people who, again, would be lucky to still have part-time, since they probably could just as easily be replaced by out-of-town voicetrackers or syndicated content.
