Hartford and Memphis were Top 50 markets at the outset of the PPM era, IIRC, and as such, are grandfathered in even as their populations decline. Hartford is in serious decline. I wouldn't be surprised if it were closer to No. 60 than No. 50 by the end of the decade. I doubt Nielsen would go back to diaries there, though.Roughly market 50.
There are a couple of Top 50 markets that are not PPM, and a couple that are not which have the service. Generally, though, the ones that are not "Top 50" are embedded markets that are also part of a bigger one.
