The country is never too far from total anarchy, so that is one reason. Another is that the Provincial and Municipal governments decided they could licence staitons, often on adjacent channels to "real" Federal licences. On top of that, seing the lawlessness, many simply did not apply for any licence.
While I was at Mega, the first 4 1/2 years, we had a mobile unit that went around, basically, threatening any station that cem too close to our frequency. This was very effective, and 98.3 was clear to the far reaches of the Provinc of Buenos Aires.
In Bunenos Aires, there are a "normal" number of full signal (100 kw or more) stations, but lots of neighborhood stations with limited coverage, and they come and go.
