C-SPAN on Channel 15

I have noticed that in the break room at my work, whenever I tune the TV in there to Channel 15 (no cable or satellite, just antenna), I get C-SPAN on that channel. I thought that the closest Channel 15 to here was KPBS in San Diego. What's up with that? ???
 
Went and looked in the FCC data base and indeed there is no local Channel 15. Could be either cable leakage or somebody using a Part 15 transmitter to go from one room to another in their house and you are catching the spillover.

When I lived near Phoenix (Wickenburg, OK, so an hour away :-*) I wanted to send the signal from my C-Band satellite receiver to the bedroom. A guy in town told me there was a unit that broadcast the signal to a UHF channel, but it was channel 15 which Phoenix uses for ABC. Needless to say I did not get it. I'm sure this is the source of your C-Span or whatever is on today. :D
