I wouldn't count Dish or Directv because they do put the station in their "legacy" slot. Satellite didn't have the restrictions that cable did when placing channels in specific slots. When cable was all analog the systems had a lifeline package of 2-13 or 2-23 in bigger markets with a filter on above that to block out the signal. When I had lifeline they put a filter on my line outside (but was easily able to be removed)

and I had 2-23 and 95-99 (which on cable frequency wise is between 13 & 14 if I remember.) This forced cable systems to put UHF stations in that area. With most systems being all digital this restriction is not needed and systems could feasibly put the stations on their "legacy" numbers. I know there are some IPTV systems here in MN where they do that. Limited basic is 2-100 and they put the stations at their legacy numbers and subs next to them (if they can) or in the vicinity.
What I don't get is why they carry My Network TV (WCTX) on Channel 59 - their old OTA Channel number. They've been branded as "Channel 9" because of their Cable Position for over 10 years now. They were "WB-59" and then when they switched to UPN they branded as "The X" and then became "UPN 9" and now they are known as "MY TV 9".
because satellite doesn't care what "gimmick" a station uses. Stations use gimmicks because of cable placement. You will see this in markets where its mainly UHF stations (back in the analog days). Great example is Ft Myers Florida. They had one VHF station (WINK 11). The rest were on UHF so they used their cable slot as their gimmick

Satellite IN MOST CASES uses their old legacy number. Now with subchannels and such they have to use different numbers. Directv usually puts the subchannel next channel wise to the "mothership". So as example in Mankato, MN FOX is KEYC-DT2 12-2. Directv puts CBS on 12 and FOX on 13. Dish uses different numbering. They will put the sub on the RF number that the station uses. If that is already taken, then they use the pre-dtv number. Otherwise they find a spot for it (usually agreed to by the station). So on Dish CBS is on 12 and FOX is on 38. KEYC uses RF12 so thats taken. Their pre-dtv number was 38.
The real oddball ones are when a market gets a station imported then they get a network. Dish just like to put it in the slot that the old station was. As example Jonesboro, Arkansas was a ABC only market. They got CBS, NBC and FOX from Memphis on 3,5,13 (the legacy numbers). When Jonesboro got the other 3 nets this past year they just replaced the feed but kept the same number (I guess to not confuse people). Directv used legit numbers when they could and then used the "next door" numbering for the subs. So NBC is 7, ABC is 8 (their legit slot), CBS is 38 and FOX is 39. Fox is 39-1 and CBS is 39-2 OTA
