Cable systems that don't carry ANY PBS station

I did a thread about cable systems that don't carry the PBS member station in their own market, now I'm doing one about systems that don't carry ANY PBS station from ANY market. This was probably inspired by fellow poster ding12. Some examples please?
 
I would be very surprised if this were the case. I'm pretty sure every cable system is required to carry at least one PBS station.
 
Mine carries two. They could get rid of both and I wouldn't mind. I'd even like it if they replaced it with something better (of which there would be many choices).

If they broadcast in a Market Area, don't they fall under 'shall carry'? I presume the markets where Alliance isn't carrying PBS, don't have a PBS outlet broadcasting in the area. They probably could pull one in from Austin, Dallas or Houston, but aren't required to, and why bother?
 
As I understand the 'Must Carry' rules, the PBS station should request that the Cable System carry their signal.
It gets a little fuzzy here. I believe that this rule only applies if the NCE (non-commercial, educational) station is located within 50 miles of the Cable Head-End.
I may be wrong on the last point.
I'd like some input from an FCC Law expert.
 
In Abilene, there is no PBS member station. Suddenlink carries KERA/13 from Dallas on Channel 13. I think the signal is microwaved. The smaller cable company in Knox City and Rule may not have access. There's no off-air signal available.

The Crowell system gets all of their network signals from Wichita Falls, and the only PBS station there is a low-power translator of KERA. So probably neither KERA's translator nor the OETA translators just across the border get any signal into Crowell.

I wonder if those cable companies are exempted from some rules because of their size.

There are three Alliance systems in that same area that carry KRMA from Denver via satellite for a PBS member (Haskell, Munday, Stamford). Haskell and Stamford have digital cable and Munday has a larger lineup than the three PBS-less lineups mentioned above.
 
Sorry if I was unclear. I meant the size of the cable system by number of subscribers. But then, I really don't know the reason. I've tried searching the FCC site and I can't find anything definitive. (The few documents I can find are listed as "unavailable."
