Cable systems that don't carry their own market's PBS station

What’s odd about this statement, though, is that Charter Cable manages to offer all of the [commercial] network signals from Chicago and one from Rockford. The only Milwaukee station offered seems to be WMVS. If the issue was as simple as it being the headend, wouldn’t we see other Milwaukee channels offered as well? So I am less certain as to what the reason is for this. If they can manage to offer subchannels of WCIU, then I can’t understand why (at least) WTTW is a problem.

Neither of the two major cable providers in NW Florida (Cox and Bright House) carry WEIQ from Mobile. Conversely, neither of Mobile's two major cable providers (Comcast and Mediacom) carry WSRE from Pensacola. However, AT&T UVerse in Mobile and the satellite providers carry both WEIQ and WSRE! From a broadcast perspective, WSRE is much better off as they're 1MW from the Robertsdale towers. WEIQ is on a short tower near Spanish Fork.
