Everything is full, so they'd have to take something off to put on NBC. 4? 13? Combine 4 and 13 into one station somehow? I think NBC was also the third rated network around this time? ABC and CBS had all the high rated comedies, so they might have felt they could get by without an NBC.
 
It wasn't because the cable system didn't want KHQ, it was because until later in 1976 the CRTC (the Canadian regulator of broadcasting) wouldn't let them. New stations were being set up in Edmonton and Calgary and the CRTC wanted to give some breathing room.
