call signs

Ok, we all know the rules about W and K callsigns, but then how can KDWZ, KUUL, or KBWX be on the other side of the line, although just barely? Is there an exception to the rule for stations with studios in one state on the K side of the river and the license on the W side?

The towers might be, but doesn't the COL determine if the station gets a W or a K callsign unless it's in an area where the Mississippi runs right through the market?
