Callsign cancellation?

This question is especially for Michy if she is able to answer it. On the Facebook updates page for a competing LPFM database list, I noted two items:

1) the callsign for an LPFM station in Puerto Rico was withdrawn; and
2) the CP for an LPFM station in Westfield, MA, was cancelled.

I've seen the second item before, and I'm assuming that the station involved requested to withdraw the CP given it for whatever reason. The first item, at least to me, is more mysterious--I haven't seen that before. I'm now wondering if this was done at the station's request or if the FCC rescinded the callsign on its own.

The Canovanas, Puerto Rico LPFM was requesting the same call as WOSO 1300 in Mayaguez, which only acquired that call a few months ago. Perhaps the LPFM wasn’t aware the call had been recently taken, or did not have a deal with the AM station to share the call.

BTW, LPFMdatabase is a very useful site, I have referred to it many times here on RD.
 
Someone was asleep at the switch at the callsign desk. Not the first time this has happened.
From what I have heard, the Westfield, MA cancellation was a case of sticker shock.
