At WUSB (Stony Brook, NY), on-air DJ's are asked to air at least two public service announcements per hour. We have some digitally recorded, while others are kept in a folder by the main studio console for on-air live reads by the DJ's. This is a very good way to build strong relationships with the campus and with the community, and will also look good in your station's public file.
For the most part, our DJ's are free to determine when is the best time within their timeslot to air the PSA's...some do it as part of an extended break with various station promo's and a legal ID, others do it when they come on the mike to speak. It hasn't been a problem and is a win-win for the station and for the campus and community.
If your radio station has a mailbox on campus, odds are that various clubs and organizations or your student government will leave flyers for various events in there at various times. You could also leave flyers in other organizations' mailboxes, soliciting PSA's and announcements. Letting your administration and your student government know that an opportunity for publicity exists (free, or reciprocated in some way) also helps.
If your radio station gets out into town or the surrounding community, reaching out to local non-profit organizations is another excellent idea, as is appearing at local events, fairs, concerts, etc.
