Can a new LPFM bump an existing translator?

I just ran the FCC program that identifies frequencies available in various communities to build new LPFM's on . To my surprise it produced frequencies currently being used by fm translators in the same community. Does that mean if a new LPFM is licensed for that community the translator currently operating there is bumped off the frequency?
