Can a Starguide III be unlocked?

I have a SGIII receiver that appears to be locked to Jones' carrier. I've tried to program in the FREQ, BPS, and VIT that should move it to Citadel's, but it won't take. Is there anyway to unlock a carrier-locked SGIII?

If Dial Global owns the receiver, then probably not. They still have a fair amount of Starguide programming, so they probably want to hang on to their receivers.

I've had no problems retuning old Westwood or ABC receivers, however.
