can an hd sub alter the programming from the main AM signal

I was wondering, can an HD sub alter their programming from the main source. Example, now that CTCAM is off every night due to Phillies baseball and it is carried on WOGL HD-3 also, can the HD-3 signal carry CTCAM when 1210 airs baseball. Same for weekend shows that pre-empty CTCAM, keep the HD-3 separate when certain shows on 1210 are pre-emptied...That would be really great if WOGL HD-3 ran the regular scheduled programs when 1210 is airing baseball and infomercials on the weekend. Or does the FCC (joke), have certain rules against altering the HD-subs, this reminds me of the old days in the 60's when the insignificant FM tag alongs carried the co-owned AM broadcasts most of the time, then they would break away to air certain events at times. On another note WIOQ HD-2 has been airing that Russian format that WUSL HD-2 is airing why the same on both, and that type format, is there really nothing to put on their HD-2 they have to revert to this nonsense. Just slide Standards on and forget it...the strip is a great Standards format available.

Basically, a subchannel can carry anything they want, as long as they have the rights to the programming, and abide by the same FCC regulations as programming. But why would they? They'd have to pay someone to board-op the different programming or reprogram an automation computer specifically for the alternate programming. No station is going to do that. Especially for an unrated period like overnight.

The HD channel on an AM HD station must carry the analog programming.

The HD-1 channel on an FM HD station must carry the analog programming. The other channels, from HD-2 onwards, can do whatever they want.

Overnights is rated. Has been for about 50 years.
 
I know about the HD-1. That's why I said "subchannel." The HD-1 is, basically, "channel." Everything else is subchannel. And rated or not, there is not enough potential income from that approach to justify a station taking on the additional expense.
