Can an individual pay a radio station to stream content?

There are still a whole bunch of radio stations that still do not stream 24/7 online or at all, mainly in small markets. If I wanted to hear for example, KHOC Heart 102.5 out of Casper, WY would they stream if I paid all the fees and contact them to pay? I do not get to travel very much anymore - hopefully that will change soon but have had eyes on certain stations for years and my investment income could potentially pay for it depending on how much it costs. What would be the cheapest service? How much does your radio station cost for streaming monthly? Has any individual ever done this?
 
Never hurts to call the station and ask, just hope you have deep pockets, the last station I kicked the tires on buying paid almost 20k a year in music royalties and that was without streaming
