Can Digital LPTV Stations Have Sub-Channels?

From a technical standpoint, yes they can.

Yes digital LPTV stations can have subchannels as KAZT-CA, K38IZ-D and KPHE-LD here in Phoenix have subchannels.
 
There are three digital low power stations on the air in the Dallas-Fort Worth market: KHPK-LD channel 3, K31GL-LK channel 31, and KJJM-LD channel 34. All three of them run multiple sub-channels -- either three or four program streams per station, depending on the station.
 
Almost every low-powered digital station on the air that I've received data for has subchannels.

To expound on Matt's point a little, an LPTV station broadcasts on the exact same spectrum that a full-power station gets: 6 MHz. Within reasonable limits, they are free to fill that 6 MHz as they please, or more accurately, as they can afford. Since LPTV stations generally don't broadcast 1080i (there are some 720p stations, but you haven't seen any at 1080i, have you Trip?) I would think that they would actually be more open to multicasting due to additional revenue potential.

The only technical difference between an LPTV station and a full-service station is the power at which they are allowed to put the signal out.

Not counting translators, I've seen two that I can think of. WFRZ-LD and K17DL-D (the latter just launched and I don't have confirmation, but since it's a venture by KYTV, I suspect it's 1080i).

720p, though, I've seen plenty. WVAW-LD and WAHU-LD (the latter of which I watched NASCAR on this evening), WHDN-LD/WHDT-LD, and WHDO-LD (owned by a different group than the other two).
