Can FM transmitters burn humans?

That will not work. The foil will become an antenna and could make the problem even worse. For shielding, it must be connected to a ground (earth).
 
Might be a resonant cavity at microwave frequencies. Yikes!

Probably the same people who wear tinfoil hats to keep 'The Aliens' from tracking their location. Results would be about the same.
