Can San Diego/Tijuana have these frequency?

San Diego/Tijuana radio market is crowded. I know that majority of the SD/TJ stations are 2-adjacent channels apart. I was wondering if SCT (not the fcc since they are more strict than SCT) can allocate these frequencies for SD/TJ market?

92.9, 93.7, 96.9, 98.5, 103.3, 104.1, 106.1, and 107.3?

Someone who has a full understanding of the border zone and the rules of the Comisión Mixta may be able to add additional information, but the border zone falls under a sort of special area where allocations and changes have to fit (in theory... I say that understanding that 1 kw to some stations south of Tijuana is not 1,000 watts) a joint plan.
 
92.9 and 93.7 might be a problem because these signals from Santa Barbara travel rather well over the southern California bight.
