Can this guy apply for a FM license?

Lets say a applicant for an fm cp has been charged with fraud and signed an agreement not to continue the practice, passed himself off as an attorney until the bar association caught him then signed an agreement with the court not to do it again , got arrested for a felony stealing property but non of these dealt with any mass media or broadcasting issues. Does he still qualify to apply for a construction permit or will the FCC turn him down. OBTW non of these incidents were revealed in his application. Asking for a friend.
 
On broadcast applications, you answer an "adverse actions" question which asks about any party to the application having any felony convictions. The FCC will review the application further in order to determine if they should be capability of being an FCC licensee.

Even if felony convictions happen after being licensed, the FCC does have the right to put the license up for hearing as to why it should not be revoked. This is currently going on right now for a station in Meyersdale, PA where the owner of the station was convicted of a felony and related misdemeanors related to revenge porn.
