Canadian DTV

Since August 2011, Canada largest metropolitan areas switch from analogue to digital television. How is the digital reception in Canada? Could people in the outlying areas of the metropolitan area still able to receive television stations? Based on the Industry of Canada database, it seems the DTV power are very low, they are so low that they match the power for US (LPTV).
 
I live in downtown Kingston with an outdoor antenna, and our local CKWS-TV switched to digital back in June. Their tower is located on Wolfe Island and is surrounded by wind-powered turbines. The EF radiation off the turbines plays a lot of havoc with the digital signal (according to an engineer I spoke to recently), and some evenings CKWS-DT is unwatchable. I get a better signal from WPBS-DT across the lake.
 
Besides if they are going to use .2 channels, why not put some markets that have CBC stations, and no Radio-Canada stations with .2 (Calgary, Halifax, Charlottetown, Fredericton NB, St. John NF, Windsor, same thing for the Quebec market putting .2 to add CBC in the Radio-Canada market (Sherbrooke, Quebec City, Moncton NB, Trois-Riviers, Saquenay, & Rimouski).

Same thing with CTV Two stations, they could just put CTV Two Alberta on CFCN & CFRN, CTV 2 Toronto on CKVR, CTV 2 Atlantic on (CJCH, CKLT, CJCB, and CKCW). Also, they could add CTV Two on the local CTV Northern Ontario, CTV Saskatchewan, CTV Montreal, and CTV Manitoba stations (.2).
 
Canadian Subchannels???

Recently visited a relative in Orchard Park, NY.
I didn't notice any Canadian subchannels out
of Toronto or Hamilton. Is he not able to receive
them due to the distance/power or don't they
exist???
