Canadian Education TV

British Columbia has The Knowledge Network, Alberta has Access, Saskachewan has Sasakchewan Community Network, ontario has both TVo and TFo, and Quebec has TeleQuebec. Why other provence don't have a local educational channel i.e. Manitoba, New Brunswick, PEI, Nova Scotia, Newfoundland, Yukon, NWT, and Inavuit? Also, why only TVo, Access Alberta and Telequebec are the only stations that broadcast terrestial and the rest by cable?
 
There has been talk of such a channel being established in Manitoba. Nonetheless, Prairie Public Television of North Dakota serves as a de facto public broadcaster for Manitoba, as their programming caters to Manitoba viewers and many of their viewers are north of the 49th parallel.

New Brunswick apparently had a service involving the cable companies throughout the province, but since Rogers took over it has evolved into the typical community-oriented Rogers TV channel. The old service was called TVNB.

In other provinces and territories, it is likely not feasible or desired by voters.

The Alberta OTA operation is pretty minimal. 10kw in Calgary, 15kw in Edmonton, nothing anywhere else.

TFO in Ontario has 18 OTA transmitters. 15 of them are VERY low power, 40 watts or less. There's a 10kw rig in Hawkesbury and two fairly high-powered in Sudbury and Pembroke.
