For the most part I would say within a month, however there are some inconsistencies on the database. Example: CKWB 97.9 Westlock, AB launched in September is listed as "operational", but CJGM 99.9 Gananoque, ON launched in July is still listed as "authorized".
 
Moving 105.5 to 88.1 would be very smart.
Another possibility might be 105.1 (French community radio) wanting 88.1
I could see that happening.
