I know for years various stations up there in Canada have grumbled about Cancon requirements. They do vary from station to station, but...

1) Do station operators have to keep a Cancon "log" showing what and for how long Canadian-produced matierial was on the air? Or is it basically the CTRC's responisbility to ensure operators are meeting the quota? If they don't, what is the usual punishment?

2) Do Canadian-produced commercials, imaging, and DJ banter count toward this quota? You gotta figure that 10-20% of airtime is occupied by this and would mean a 40% Cancon mandate would be reduced to about 20-30%

Canadian stations are required to keep not only program logs but audio loggers, and yes, the CRTC conducts audits to make sure they're in compliance. No, commercials and continuity don't count - CanCon is based entirely on musical selections.
 
What about news/talk stations? Does the CRTC require a certain level of CanCon, or could a station simulcast Rush Limbaugh and ESPN most of the day with only minimal Canadian programming?

I have to wonder since London's CKSL went to all-comedy programming, I doubt there's much CanCon in that.
 
There is no explicit "CanCon" requirement for news/talk, but the CRTC, unlike the FCC, imposes programming commitments on station owners and reviews them at renewal time. A news-talk station that went to a largely US-based lineup would not do well with the CRTC during renewal hearings.

Plus, don't forget there IS Parody music on the comedy stations. Not sure how often, but if it's often enough, they may still have to maintain the Can Con rule regardless.
