Based upon his comment of "With the exception of Boston", it would seem as though he did acknowledge it as being the only appealing option outside of South and West.
Maybe its just me, but it seemed fairly clear. It is a bit of a shame that some people are so busy trying to prove they have "The Scoop" and be the Big Dog that they don't even realize they're tied to the porch.
