Can't Listen To Any Stream above 24K without constant buffering

I got a 56K modem which produces an average of 48K but when I try to listen to streaming radio stations such as WLYF (my favorite station) it constanting buffers over and over again to the point that the station is unlistenable. I try at all times of day even at 3am in the morning it buffers. One time I got a unbuffered connection for 45 minutes. How do I improve my connection without getting high-speed?
 
You probably cant, when I had DIAL Up 5 years ago or so, I was limited to 24k and 20k streams too, even 32k streams were a no go. Most of the time I couldnt get 20k stations to play without buffering, especially the ones with embedded players that flashed up adds and froze everything up.

I usually had to settle with stations that used Real Player's Sure Stream, because they buffered down to whatever stream your connection would handle, usually 16k mono was the only thing reliable I could stream.

Even now with Cable High Speed internet I still get buffering sometime's, sometimes, most of the time the problem actually is on the stations end, or their ISP.
 
Also, i will check out the station above and see if it buffers for me, cause if it does the problem is on their end, and if thats the case, then upgrading even up to a dedicated T1 line will not help.
