Car Radio Signal Strength

Does anyone know what the dBu signal strength that a FM signal needs to have to be generally listenable in car radios (I am ware that the sensitivity and antenna quality varies widely from radio to radio).

Relatedly, is there a general signal strength level standard for what a radio will stop at on a scan?
 
I find it strange to hear what stations my car radio will stop on or not stop on when I press "scan" while traveling. It's very inconsistent and yet sometimes it will stop on a weak station. I can drive a few miles and end up with a totally different set of stations, even with essentially flat terrain.

That is a good question! I'd be interested in knowing if there is a standard that is generally used or whether each manufacturer specifies signal levels when they get bids to provide the electronics assemblies.

A lot depends on the antenna, too.
