Carrier Current power level?

A radio colleague called me today with a question that I don't know the answer to.

He is considering building a carrier-current AM station in the retirement village he lives in, as
there are no licensed stations in that county (it is mostly rural and coastal.)

His question is: What is the maximum allowed power for carrier-current AM?

I didn't know the answer and thought maybe someone here might know.

It's governed by field strength. Rule 15.209 I believe. I don't believe total power output applies here.

Totally correct in that regard. I designed several carrier current systems as a consultant and the transmitters used varied from 10 to 30 watts to cover the buildings on campus. As long as you don't exceed the radiation limits you'd pretty much in the ballpark. I had one building I did where there were a bunch of bad ballasts from the lighting system that took time to troubleshoot, but once that was resolved the system operated great in all building on campus.
