CBS affiliates not clearing the original Hawaii Five O

The only CBS affiliate I know that didn't carry the original 1968-80 Hawaii Five O with Jack Lord as McGarrett at first was Spartanburg, SC's CBS station WSPA 7 so they air old movies instead. I don't know that WSPA later cleared Five-O in later years. But Five-0 viewers in Upstate South Carolina/Western North Carolina/Northeast Georgia had to watch it on WAIM 40 (then CBS/ABC now WMYA My40) instead. Just like WAKR/WAKC 49 (later 23 and then ABC, now ION station WVPX) aired some and entire ABC shows that main-Cleveland ABC station WEWS 5 didn't clear like Mork and Mindy for WWII Shows.

It's very odd that a station like WSPA 7 wouldn't clear a top 20 network prime-time TV show like Hawaii Five O for example.

Do you know other stations that passed on Five-0?
 
Unless I'm mistaken, WTOP-TV 9 in Washington, DC (later WDVM, now WUSA) passed on the original Hawaii Five-O, opting instead to air old movies.

Does seem very strange. Did the affiliates have to pay out of pocket for the program?

Who wouldn't want to watch the greatest wooden actor of all time, Steve Lord, and his cement hair-do and Kono as Oh-oh?
 
"Hawaii Five-O"'s original timeslot was Thursdays at 8/7, at
the midway point of "Daniel Boone" on NBC. As you might
expect, that was a very popular show in the Greenville/Spartanburg/
Asheville market, and WSPA ran old movies from 7-9, making for a
double feature since it aired the CBS movie at 9.

When "Five-O" moved to Wednesdays at 10 in late 1968 WSPA began
carrying it; what's strange is that at the same time it began airing
"The Queen And I" and Jonathan Winters' show in-pattern on Thursdays
7:30-9 while moving its movie to Fridays at 9 and pre-empting CBS's
Friday-night movie.

I don't recall WBTV Charlotte airing "Five-O" in those early weeks either.
