CBS wants to change WLZL's COL

In his latest roundup of FCC applications (at http://radioinsight.com/blog/headlines/86443/fcc-applications-1023-col-change-in-washington), Mr. Venta notes that CBS has applied to change the Community of License for the current WLZL (107.9)--the station that it bought from Family Stations--from Annapolis to College Park. Annapolis is in Anne Arundel County, which is part of the Baltimore metro--while College Park is in Prince George's County, which is part of the D.C. metro. Since the application is only for a COL change (i.e., no changes in transmitter/facilities), Mr. Venta speculates--and I agree--that CBS needs to lower its station-count in Baltimore, in order to buy another FM there.

Bowie might be an option, but College Park? With the proximity of 107.7 in Warrenton VA, I could see that being an issue.

Bowie would be out of the question here, as CBS moved 99.1's COL there (also from Annapolis). In the case of College Park, CBS argues that WLZL would provide (per the PDF) "the first local transmission service to College Park". (Apparently, U-Md.'s WMUC doesn't count.) If College Park doesn't work, there should be some other municipalities that would serve the same purpose (especially since PG has several small incorporated communities).

As far as 107.7 goes, one major argument in the application is that this represents only a COL change (e.g., "With no proposed change to the authorized site, ERP, antenna height, or directional antenna pattern, the WLZL contour locations will not change" and "There are no areas of coverage gain, loss, or number of available services to consider for this proposal").
