I can't speak to WRBQ - I suspect cuts there could just be due to the poor economy, and the prospect for leaner times ahead. Most radio corporations are cutting costs, aren't they?
As for KFRC - the newest version had been on the air for a little more than a year (I think), and it never caught on. It was poorly executed...CBS didn't put much effort into it, the jocks were allowed very little air-time. Though the morning show was headed by a great veteran KFRC jock (Dave Sholin), he was never a morning personality before, and it showed. Same thing with his partner - Celeste Perry - formerly a great midday DJ.
The whole thing never gelled, and the ratings never improved significantly from the initial poor showing. Compared to WCBS or KRTH, it was a very weak station.
It was also on a new frequency (it had been a religious station for a couple decades), so listeners may have had a hard time finding it.
