Market exclusivity.
This is why you won't find KVOS on Seattle cable either. Some bill slipped past the radar allowing syndicated and network shows have exclusive market rights on cable systems. For example, KVOS is a graveyard, filled with reruns and syndicated trash TV and infomercials, much of which are also aired on KONG, KCPQ and KSTW too. Aside from the infomercials, KONG, KCPQ and KSTW have excusive right on Seattle cable systems to air the other shows in the Seattle area. KVOS is now rendered off the Seattle cable dial.
In fact, the only way you can get to see KVOS's only original programming on Seattle cable is to tune in to KBCB-TV 24 World Television (14 on Comcast) at 11:30 AM to catch a rerun of NewsView, KVOS-TV's 7:00 AM local newscast, hosted by the ever smooth Gregg Otterholt.)
CBUT carries mostly Canadian produced and performed programming, which is why you see it instead of the other Canadian channels, most of which carry US network and syndicated TV, which their US network/syndicator's Seattle affiliates have exclusive right to broadcast those shows on Comcast Seattle. CHEK-TV 6 (CH) also airs heavily Canadian content, but somehow doesn't get a Seattle cable channel. Maybe because they're a corporately owned Canadian commercial broadcaster while the CBC is a public broadcaster which airs commercials, like KING-FM since the mid '90s. And it's a shame that Corner Gas, (the BEST TV sitcom in AGES in my ever so funky taste, Monday nights at on CIVT-TV 32, analog UHF) isn't carried in America.

Unfortunately, CIVT's signal barely makes it past Everett's south city limits.
I think somewhere down the line, a US cable company will start that will offer exclusively Canadian content (fer chrissakes thay already have an all GOLF channel!) for those of you down south who are missing out on this kickass CanCon (don't forget Canadian Idol!)

We don't get CIVT on Comcast down here in Skagit County, which is why I have a TV in the other room hooked to an outdoor antenna on the roof and a VCR to get my weekly Corner Gas fix. We do get CBC on analog and CBC Newsworld on digital cable. We had MuchMusic USA, which became Fuse a year and a half ago. If you have a baseball season package, you can see Toronto Blue Jays games on either Rogers or TSN, but only for those games.
And don't forget CHNM-TV 42 analog UHF (Channel M) Channel M runs multicultural programming (Indian, Chinese, Korean, Japanese and Filipino) as well as King of the Road and Simpsons reruns (the same ones you see on KCPQ-TV that same day.) You also get to see other cool shows on Channel M including yoga and Tai Chi instruction. Here's their schedule:

CHNM-TV's signal barely makes it to Stanwood, a Victoria translator should be on the air soon on Channel 29 which might help those of you further south.

For the French in you, there's CBUFT-TV 26 analog UHF. It's the French sister TV network to the CBC, La télévision de Radio-Canada.
