I'd gently disagree. Public radio & TV organizations tend to be extremely protective of their signals. Signals equate to access, and providing the citizenry with access to their quality programming is the driving force of public broadcasting. It's not that money isn't important; it is. But it is clearly of secondary importance to the mission of public service. Remember the critical distinction between public and commercial broadcasting: In public broadcasting, the revenue (development) supports the programming. In commercial broadcasting, the programming supports the revenue (sales).
The 107.9 frequency was originally a commmercial allocation, with the city of license being Barton or Orleans in the greatest place on Earth, the Northeast Kingdom. John Garabedien, yes that John Garabedien who is Mr. Open House Party. Lore has it, he turned in the licence and the allocation was moved to Burlington, and perhaps somehow designated for non-commercial use, and the rest is history..
