CC Streaming in Delaware

I do not often listen to Delaware's Clear Channel stations nor check out their web sites. But I happened to click on "The Ticket's" web site and discovered they are streaming on-line again. This is the first time AM1290 has been live on the web since the early days of their standards format. Also WILM continues to stream. Country WDSD and 94.7 "The River" are also streaming, but Dover, DE N/T WDOV does not.

As The River is trying to promote itself as Delaware's "new at work choice", streaming is vital.
 
Are they selling Internet-only advertising to: (1) Make money from streaming and (2) Cover on-air spots they are not allowed to simulcast online? Are they even covering agency spots (with PSA's, music, dead air)or are they just letting the station feed run online, as WILM did before Clear Channel bought the station and took down the old website and audio stream.

Since WDOV is all syndicated, all the time it may not be possible for them to stream all or more of the schedule.
